IRDO has been working since 1st January 1999 with the peoples whose lives are dominated by extreme poverty, malnutrition, illiteracy, disease, handicaps and many other socio-economic problems. In January 1999, the NFPE Model was started as a three-year program for Children between the ages of 8 and 12, who had never enrolled in any school or who had dropped out during class-1 from the formal Schools. IRDO at first conducted Non-Formal Education Program at Kapasia Upazila under Gazipur District.
